As of yesterday, 31 August, the Property Management Services Authority (PMSA) has received over 900 bookings for licence application since the property management licensing regime has come into operation from 1 August, 2020.
Mr Tony TSE, the PMSA Chairperson said, “The PMSA has already issued nearly 90 licences for property management practitioners (PMPs), and documents in respect of more than 600 applications have been submitted, and the applications are now being actively processed.”
The purpose of the licensing regime is to encourage and assist the property management industry and its practitioners to strive for enhancement in quality and professionalism through formulating and implementing a licensing regime and related complementary measures that suit the situation in Hong Kong.
To allow the industry sufficient time to adapt, there is a three-year transitional period under the licensing regime. During the transitional period, PMPs who do not meet the licensing criteria for academic and/or professional qualifications but possess the specified work experience may apply for a provisional licence. Upon completion of a PMSA Specified Course within the validity of the provisional licence, they may apply for a formal PMP licence without fulfilling the academic and/or professional qualifications.
The PMSA has appointed the following institutes as course providers for PMSA Specified Courses:

- Hong Kong Institute of Vocational Education, Vocational Training Council
- Li Ka Shing School of Professional and Continuing Education, The Open University of Hong Kong
- School of Continuing and Professional Education, City University of Hong Kong
- School of Professional Education and Executive Development, The Hong Kong Polytechnic University
The above-mentioned institutes would gradually carry out enrollment for the courses, and have applied to include the courses in the Reimbursable Course List under the Continuing Education Fund (CEF). The courses would be launched in the fourth quarter of the year and class locations would cover Hong Kong Island, Kowloon and New Territories for the convenience of the practitioners.
Chairperson TSE added, “Under the licensing regime, one of the criteria for holding a PMP licence is work experience in property management. An applicant is required to provide documentary evidence on work experience. I hereby appeal to property management companies (PMCs) to actively support the licensing regime by providing documentary proofs of work experience for their existing/ former employees to apply for licence, so as to help enhance the quality and professionalism of the industry.”
Such documentary proofs are no more than statements of facts and can be issued by staff of the PMCs responsible for personnel matters. To further enhance publicity for the licensing regime, and to encourage PMCs and PMPs to apply for licence, the PMSA has produced bi-lingual promotional video and radio announcement to introduce the licensing regime in an easy manner for broadcast on TV and radio shortly.
