The Property Management Services Authority (PMSA) has issued over 3,000 licences for property management practitioners (PMPs) and property management companies (PMCs) since the property management industry licensing regime (Licensing Regime) came into operation in August last year. In accordance with the requirement stipulated in the Property Management Services Ordinance (Cap. 626), the PMSA will publish in the Gazette tomorrow the list of licensees as of 30 April for public inspection. The list contains the information of 2,775 licensed PMPs and PMCs.
As of 18 May 2021, the PMSA has issued over 3,000 licences for PMPs and PMCs since the Licensing Regime came into operation on 1 August 2020.
Mr Tony TSE, the PMSA Chairperson said, “The Licensing Regime has been launched for 9 months and the PMSA has issued more than 3,000 licences, whereby formal PMP and PMC licences account for about 53%, while provisional PMP licences account for about 47%.”
The Licensing Regime aims to encourage and assist the property management (PM) industry and its practitioners to strive for enhancement in quality and professionalism through formulating and implementing a licensing regime and other complementary measures which tie in with the situation in Hong Kong. To allow the industry sufficient time to adapt, there is a three-year transitional period under the Licensing Regime. PMPs who do not meet the relevant criteria for academic and/or professional qualifications but possess the specified property management work experience may apply for a provisional licence first and attend a PMSA Specified Course (Specified Course). Upon completion of the Specified Course within the validity of the provisional licence, they may apply for a formal PMP licence without fulfilling the academic and/or professional qualifications required.
The PMSA has appointed 4 educational institutes to provide the Specified Courses, including the Hong Kong Institute of Vocational Education, Vocational Training Council; Li Ka Shing School of Professional and Continuing Education, The Open University of Hong Kong; School of Continuing and Professional Education, City University of Hong Kong; as well as School of Professional Education and Executive Development, The Hong Kong Polytechnic University. The Specified Courses have been launched gradually since October last year. There are so far 21 open enrollment classes and 17 corporate classes (i.e. individual PMCs have engaged the institutes directly to provide Specified Courses for their own employees). The total number of students up to now has exceeded 1,200.
The first batch of the Specified Courses will be completed as from the second quarter of this year. As there will be provisional licence holders graduating from the Specified Courses (the graduates), the PMSA now introduces a simplified licence application arrangement for the graduates in order to facilitate them to become formal licence holders as soon as possible. To simplify completing the application form, the graduates are only required to fill in the designated sections of the PMP application form (including Part 1 “Type of Licence Applied for”, Part 2 “Personal Particulars”, Part 6 “The applicant is or was a director or partner of a licensed PMC”, as well as Part 7 “Declaration”), and are not required to fill in the rest of the sections when they apply for a formal licence. Upon completion of filling in and signing the application form, the applicants are only required to submit the original application form as well as the graduate certificate (including both original and copy) of the Specified Course. They can then be exempted and are not required to submit other documents such as “Confirmation of Hong Kong Property Management Work Experience” for streamlining the application procedures.
Chairperson TSE said, “I hereby appeal to the students who are provisional PMP licence holders to apply for the formal PMP licence through the simplified application procedure as soon as possible upon completion of the Specified Courses, and work together to promote the industry’s development for enhancement of quality and professionalism, and provide the public with quality PM services.”
