The Property Management Services Authority (PMSA) announced today that since the property management industry licensing regime (Licensing Regime) came into operation on 1 August this year, over 2,300 bookings for licence application have been received. As of yesterday (18 November), over 1,000 licences for property management practitioners (PMPs) and property management companies (PMCs) have been issued.
Mr Tony TSE, the PMSA Chairperson said, “The Licensing Regime has just been launched for over 100 days and the PMSA has issued more than 1,000 licences, whereby formal PMP and PMC licences account for 60%, while provisional PMP licences account for 40%.”
To allow the industry sufficient time to adapt, there is a three-year transitional period under the Licensing Regime. During the transitional period, PMCs and PMPs may choose, but are not required to apply for a licence. PMPs who do not meet the relevant criteria for academic and/or professional qualifications but possess the specified property management work experience may apply for a provisional licence first and attend a PMSA Specified Course (Specified Course). Upon completion of the Specified Course within the validity of the provisional licence, they may apply for a formal PMP licence without fulfilling the academic and/or professional qualifications required.
The PMSA has appointed the following four educational institutes to provide the Specified Courses:

- Hong Kong Institute of Vocational Education, Vocational Training Council
- Li Ka Shing School of Professional and Continuing Education, The Open University of Hong Kong
- School of Continuing and Professional Education, City University of Hong Kong
- School of Professional Education and Executive Development, The Hong Kong Polytechnic University
The first batch of the Specified Courses offered by the above-mentioned institutes has already commenced. Over 560 students have enrolled, with 60% from open enrollment, while 40% are students of corporate classes (i.e. individual PMCs may have engaged the institutes directly to provide Specified Courses for their employees).
Chairperson TSE supplemented, “The Specified Courses have been included in the Reimbursable Course List under the Continuing Education Fund (CEF). For practitioners to attend the Specified Courses conveniently, class locations cover Hong Kong Island, Kowloon as well as the New Territories.”
