In accordance with the requirement stipulated in the Property Management Services Ordinance (Cap. 626), the Property Management Services Authority (PMSA) will publish in the Gazette tomorrow the list of licensees as of 31 October 2022 under the property management (PM) industry licensing regime.
As of today (24 November), the PMSA has issued nearly 10,000 property management practitioner (PMP) licences, whereby formal licences account for 66%, while provisional PMP licences account for 34%. Over 400 property management companies (PMCs) have applied for licence, with 210 already licensed.
The PMSA Chairperson Tony TSE said, “Around 200 plus days remain for the transitional period of the PM industry licensing regime. PMCs and PMPs should seize the time remaining to apply for licence soonest possible. With the licensing regime gaining recognition and support from members of our community, more and more PMCs have stepped up to obtain licence earlier in order to meet tender/contract service renewal requirement for the provision of PM services. Various Government departments and public bodies have also adopted the PMP licence issued by the PMSA as criteria for the engagement of PMPs to carry out various PM works.
The current list to be gazetted (as of 31 October 2022) contains the information of a total of 9,075 licensed PMPs and PMCs for public inspection.
Owners’ organisations and the public may inspect the register and gain access to information of licensed PMCs as well as formal and provisional PMP (Tier 1) and (Tier 2) licence holders, including their name and licence number, through the following channels:
- Register of licensees (online version) – available at the PMSA website https://eapplication.pmsa.org.hk/registers/; or
- Register of licensees (original version) – available at the PMSA office (Units 806-8, 8/F., Dah Sing Financial Centre, 248 Queen’s Road East, Wan Chai, Hong Kong) during office hours.
The PMSA has launched earlier the Licence Application Appointment Booking Scheme which allows PMCs to reserve a suitable timeslot from now till the end of May 2023 for submitting licence application through the PMSA PMC licence application hotline (3696 1157), thus enabling PMCs to apply for licence orderly before the end of the transitional period (i.e. 31 July 2023) in order for them to be licensed in accordance with the law and to continue to provide professional PM services seamlessly after the transitional period.
Chairperson TSE emphasised, “If PMCs choose to submit licence application only after May next year, the PMSA cannot guarantee the issue of licence before 31 July 2023. Such PMCs may face the risk of not being able to comply with the law if they could not be licensed in time by the end of the transitional period, thereby not being able to continue to provide PM services afterwards.”
Under the PM industry licensing regime, all PMCs providing properties subject to deeds of mutual covenant with more than one category of prescribed PM services, as well as PMPs designated for managerial or supervisory roles in such PMCs to provide PM services, must hold valid PM licence starting from 1 August 2023 in order to continue to provide PM services in accordance with the law.
