- Nearly 18,000 Applications for more than 190,000 Frontline Property Management Workers Already Received by the Property Management Services Authority
- More Than 110,000 Workers Already Granted Subsidy of Nearly $1.1 Billion in Total
- Seize the Last Opportunity to Submit Application
(Hong Kong 28 June 2022) The application deadline of June 30 for the Anti-epidemic Support Scheme for Environmental Hygiene and Security Staff in Property Management Sector (the Scheme) implemented under the Government’s Sixth Round of the Anti-epidemic Fund is approaching. The Property Management Services Authority (PMSA) has already received nearly 18,000 applications for subsidies for more than 190,000 frontline property management (PM) workers. Separately, the PMSA has already disbursed nearly $1.1 billion in subsidies to more than 110,000 frontline PM workers.
PMSA Chairperson Mr Tony TSE said, “The Enhanced Arrangement for the Scheme was rolled out earlier to increase the headcounts for the allowance and offer incentives to property management companies (PMCs)/deed of mutual covenant (DMC) managers/owners’ organisations (OOs) to apply for their directly or indirectly employed frontline PM workers (including workers employed by cleansing/security service contractors/sub-contractors or workers employed by premises within the property). Frontline PM workers, whether full time, part time or substitute workers, are all eligible. I wish to appeal for PMCs, DMC Managers and OOs, relevant cleansing/security service contractors/subcontractors and those in charge of premises in eligible properties who have yet to submit application to seize the final opportunity to make application before the deadline of 30 June for frontline PM workers, who have been working industriously during the pandemic, in order to recognise their contribution to safeguarding public health.”
PMCs, DMC Managers and OOs may apply through the Scheme’s online application system (https://aspm.pmsa.org.hk/application/web-application) or download the application form indicating “Enhanced Arrangement” from the Scheme’s thematic website (https://aspm.pmsa.org.hk/) and complete the form and submit by post or through drop box at the PMSA Office. If the application covers frontline PM workers employed by premises within the property, a Verification Form, which can be downloaded from the thematic website, signed by both the concerned premises and the frontline PM workers has to be submitted. The Verification Form makes clear the responsibilities between the PMC/DMC Manager/OO as the Applicant and the concerned premises/frontline workers.
The Enhanced Arrangement for the Scheme was rolled out on 29 April. In addition to the quota of 100 headcounts for the subsidy for each building block in an eligible property if PMCs/DMC Managers/OOs apply for their directly employed frontline PM workers, each building block in an eligible property will have another 100 headcounts for the subsidy if PMCs/DMC managers/OOs apply for the frontline PM workers employed by the cleansing/security service contractors/sub-contractors engaged by them for the concerned property, or for the frontline PM workers employed at premises within the property. In addition, PMCs/DMC Managers/OOs will receive an administrative fee of HK$100 per month based on the number of servicing months within the subsidised period for each frontline PM worker who has been granted the subsidy, thereby encouraging PMCs/DMC Managers/OOs to apply for subsidy for frontline PM workers.
Chairperson TSE emphasised, “The PMSA has been actively assisting through mediation some frontline PM workers who have encountered difficulties when applying for subsidy, in order to ensure that they would be able to apply for the subsidy.”
The Scheme aims to benefit frontline PM workers performing duties related to security or environmental hygiene anytime during the Subsidised Period (February to June) in private residential, composite (commercial cum residential), industrial or commercial buildings.
Separately, for those frontline workers who provide cleaning and security services to “three-nil” buildings and who would apply for subsidy individually, they should also submit their applications on or before 30 June 2022.
In the first round of the Scheme implemented in 2020, the PMSA has disbursed over $1.1 billion in subsidies benefitting over 160,000 frontline PM workers.
